In 2023, GGGI underscored “quality” as a primary focus for delivery, which is closely aligned to strengthen the organization’s Monitoring, Evaluation, and Learning (MEL) function. Recognizing this, the MT appointed a new Head of the Impact and Evaluation Unit, bringing expertise from development and post-conflict contexts. With the arrival of the new Head, the IEU’s role was solidified in overseeing all earmarked evaluations and providing practical monitoring guidance across GGGI’s diverse projects.
A key achievement of the IEU’s work included a comprehensive rapid assessment of 46 largest projects. This led to practical recommendations, marking a shift towards a more robust MEL framework.
Partnerships were deepened, particularly with KOICA, MFAT, DFAT and Global Affairs Canada, fostering innovative, collaborative approaches for project design and introducing new evaluation methodologies like real-time learning loops.
Targeted interventions were developed to address the unique MEL needs of offices in Ethiopia, the Pacific, Indonesia, and the Africa Regional Office. These efforts resulted in the creation of innovative data collection tools, better MEL practices, and new evaluation approaches, including utilizing journey maps to assess the impact of our policy work and initiatives.
This work prompted a reflection on transformational change and how we measure it in our field. The IEU discussed this question in an international dialogue during Global Green Growth Week, bringing in experts from prominent global partners such as the GCF, Global Resilience Partnership, UNDRR, and CIF.
The activities of 2023 have been pivotal in highlighting the critical role of enhancing MEL practices within GGGI, affirming the organization’s commitment to continual learning and accountability. These efforts are a solid groundwork for designing and rolling out a new monitoring framework and revised evaluation policy in 2024, reinforcing GGGI’s commitment to impactful and accountable green growth initiatives.
