13.1 NEW MEMBERS STATES, PARTNERS, AND HOST COUNTRY AGREEMENTS
GGGI welcomed three new Members in 2023—Zambia, El Salvador, and Togo. GGGI also received letters from the governments of Kenya, Honduras, and Tanzania formally expressing their intent to become a Member of the organization. As of December, GGGI has 48 Member States with 23 Partners and regional integration organizations in the process of becoming Member States of GGGI. In year 2023, GGGI signed HCAs with El Salvador (October), Peru (April), Kyrgyz Republic (April), and Sri Lanka (February). As of December 2023, GGGI has 28 signed HCAs in total.
SRI LANKA AND GLOBAL GREEN GROWTH INSTITUTE SIGN HOST COUNTRY AGREEMENT FOR CLIMATE ACTION
On February 7, 2023, the signing of the Host Country Agreement (HCA) between the Government of Sri Lanka and GGGI marked a significant milestone in our joint commitment to advancing climate action and fostering green growth development. This agreement empowered us to effectively plan and implement green growth initiatives, such as the ongoing National Adaptation Plan (NAP) and Readiness Support project for bolstering capacity and institutions.

13.2 ASSEMBLY AND COUNCIL JOINT SESSION AND KEY DECISIONS IN 2023
GGGI convened its 12th Assembly and 16th Council Joint Session in October employing a hybrid format. Chaired by H.E. Ban Ki-moon, President of the Assembly and Chair of the Council, representatives of GGGI Members and observers discussed and approved key organizational matters, including the redefinition of contributing members. Updates were provided on the Roadmap 2021-2025 addendum, operationalization of the Carbon Transaction Facility, and operational budgets for 2023 and 2024. Between the ordinary Joint Sessions, the Council made decisions via written procedure approving GGGI’s 2022 Audited Financial Statements and the National Staff Remuneration Benchmarking Exercise. Furthermore, H.E. Ban Ki-moon was re-elected as President of the Assembly and Chair of the Council for 2024-2025.

13.3 WORK OF THE MANAGEMENT AND PROGRAM SUB-COMMITTEE OF THE COUNCIL (MPSC)
In 2023 the MPSC, the advisory sub-committee of the Council, met twice, in April and June, to review various aspects of GGGI’s operations including annual and financial results and audited statements for 2022, the 2023 work program and budget, safeguards systems, draft addendum to Roadmap 2021-2025, membership updates, country programming, and updates on the core replenishment drive. The MPSC also had discussions on the redefinition of contributing Council Member and the national staff salary benchmarking exercise before presenting them to the Council.
