Introduction to the Report

The success of GGGI is determined by its results in supporting its Member States and Partners transformation to a low-carbon, inclusive, green growth economic model.

The UNFCCC Global Stocktake report, published in September 2023, delivers a failing report card on global climate action. Emissions are going up and the consequences are everywhere around us in the form of heatwaves, wildfires, droughts, floods, and typhoons. The climate crisis has already reached disaster proportions for millions of climate refugees and vulnerable people including women and girls who suffer most when extreme weather events or wildfires hit. The one recurring recommendation, from the Global Stocktake and many other reports, bodies, and authorities is that we have the solutions, but we need to urgently, massively scale-up and speed-up the green transition and climate action.

GGGI is doing exactly as recommended – scaling up and accelerating the green transition. GGGI is in the middle of a growth spurt, and we are intensifying our activities and bolstering our support to Member States and Partners. In addition, we are scaling up and speeding-up our contributions to the green and climate finance mobilization efforts to help power the just green transition to a resilient decarbonized economy.

In 2023, GGGI continued to show outstanding results in support of its Member States’ and Partners’ green growth journey. With our stakeholders, partners, and communities, the organization delivered close to 260 projects in 46 countries across all GGGI’s programmatic solutions to the climate crisis. In a world characterized by accelerated climate impacts and lack of financial resources to respond, GGGI is proud to have been able to mobilize USD 1.9 billion climate finance investment commitments and helped our Member States to align their policy framework.

GGGI defines its organizational objectives, termed Strategic Outcomes (SOs), as the key aspects of poverty reduction, social inclusion, environmental sustainability, and economic growth. These SOs align with the goals outlined in the Nationally Determined Contributions (NDCs) under the Paris Agreement and the UN Sustainable Development Goals (SDGs) of GGGI’s Member and Partner States. The SOs are intended as a framework for common planning, monitoring, and communications at GGGI country and organization level.

GGGI’s 2023 Annual Report highlights the organization’s contribution to SOs in support of Members’ and Partners’ green growth transformation. GGGI estimates and accounts its contribution to green growth objectives through its SOs conforming to peer and industry standards. The Report is based on achievements against GGGI’s updated Corporate Results Framework (CRF) 2021-2025 aligned with GGGI’s 2030 Strategy. GGGI’s Annual Report draws on evidence collected, reviewed, and analyzed from the organization’s 2023 End-of-Year (EOY) corporate results reporting encompassing 258 projects across 46 countries, reported in 41 EOY Country Program Reports, 4 Regional Program Reports, and 2 Global Program Reports. Over the years, GGGI has consistently surpassed its targets, and its annual performance reflects the organization’s drive to scaling-up, balancing growth, sustainability, and quality delivery.

This report covers GGGI’s programmatic and operational performance and achievements during 2023. Results are measured against targets set in GGGI’s Strategy 2030, Roadmap 2021-2025 and its Addendum, and Updated Corporate Results Framework 2021-2025. These results are used by GGGI to track progress and delivery of its strategic goals, and to be externally accountable to its donors, partners, and stakeholders on its performance.

2.1 UPDATE TO STRATEGIC OUTCOME (SO) MEASUREMENT METHODOLOGY

In 2023, as part of the Mid-Term Review of Roadmap 2021-2025, GGGI reviewed, and revised its CRF indicators and targets and improved its SO Estimation Guideline and Methodologies. This review and improvement aimed to enhance GGGI’s methodologies for estimating its SOs by comparing them with those used by peers and donors. The objective was to ensure their usability and practicality in estimating GGGI’s ex-ante impacts.

The updated SO Methodologies Guideline was compiled following a rigorous review process of 18 different organizations, as well as internal and external consultations. It introduces updates to SO estimation concepts and indicators.
